DAVAO CITY - As hundreds of illegally operating motorcycles-for-hire (also known as habalhabal) ply the urban route to solicit passengers, the regional director of the Land Transportation Office in Region Eleven has come out with his oft-repeated warning that has never curbed the anomaly.
